CHENSAA conducted its 67th AGM – Mr.Y.Leeladharan

The Chennai & Ennore Ports Steamer Agents Association (CHENSAA) organized their 67th Annual General Body Meeting (AGM) on 26th  July, 2024 at Radisson Blu Hotel Chennai City Centre. In a note released by Chairman Mr.Y.Leeladharan, in the AGM, that the points which were discussed would be taken-up with the respective Authorities concerned to consider/guide and to facilitate the Trade for smooth compliance of procedures inorder to handle more number of vessels and to have seamless movement of cargoes.  Chairman also mentioned that CHENSAA will continue to contribute its best for the growth of the Country.

 Further, Chairman Mr.Y.Leeladharan read the Annual Report of the Association for the year 2023 – 2024 and briefed the initiatives taken by CHENSAA and thanked his team for their contribution. He also mentioned some of the important achievements of the Association during the period.

 Chairman thanked the Chief Commissioner of Customs, Commissioners and all officials of Customs in Chennai for their guidance to its members. He also thanked The Chairman, Deputy Chairman and Officials of Chennai Port Authority and the Terminals CITPL, CCTL and The Chairman and Managing Director and the officials of Kamarajar Port and Adani Ennore and Kattupalli Port/Terminals for extending their support to the members of CHENSAA.

 Chairman mentioned that as and when required, an effective joint discussion had with Trade bodies viz. CCBA/NACFS/FIEO/Chambers/ Terminals /CII and Ports/respective statutory authorities to streamline the procedures and thanked all of them for their kind co-operation.

 Regarding handling of Sea to Sea Transshipment Containers:

Mr.Leeladharan requesting the honorable Shipping Ministry / CBIC to facilitate the Trade by dispensing with ETP (Export Transshipment Permit) documentation procedures for Sea to Sea Transshipment Containers in India as this additional procedure is time consuming/cost, hence, discourging the trade to handle more volumes.  Such procedures does not exist in neighbouring Foreign Transshipment Ports where huge volumes been seamlessly handling. Shipping Lines are to be permitted to file the manifest directly in Icegate by excluding additional documentation procedures at Origin Port and Gateway Ports.

 Mr.Leeladharan is also of the opinion that the our Honorouble Ministry succeed in Macro level policy decisions/declaration, however, when it is coming to the actual implementation stage, it becomes, herculean task for the trade to get thru’- one classic example is Transshipment of containers/cargo after having Cabotage law relaxation.  Still no clarity and no uniform practice.  Inorder to achieve MIV 2030, he is requesting all the authorities to seriously look into the Micro level issues/additional procedures/dwell time which  is leading to the huge revenue loss/discouraging trade to handle more volumes.

 Implementation of New Sea Cargo Manifest and Transshipment Regulation (SCMTR):

Mr.Leeladharan mentioned that as guided by the officials of DG Systems,  member shipping lines/agents have started parallel filing of SAM - .jason file, under new SCMTR in Icegate and closely following up with respective Customs officials/ Icegate,  inorder to clear the errors.  Similarly, the shipping lines/agents are in the process of preparing SDM/others to comply.

 A large number of CHENSAA members attended the AGM.
